Two fire department sources briefed on Kenney’s search said he had been close to giving the top job to Raleigh Fire Chief John T. McGrath, who worked in Philadelphia fire department for more than 30 years. McGrath’s candidacy, however, apparently ended when the administration learned that he had taken a partial DROP payment when he retired, the sources said.

The sources also said the job had been offered to Fred Endrikat, currently with the federal Emergency Management Agency and a former chief of the Philadelphia Fire Department’s Special Operations Command. But Endikat turned the job down, the sources said.
