At 1:30 in this truck fire video by Paul R. Lowes at AKVNEWS, a person in civilian clothes grabs the line and takes over. I guess we should assume by the radio hanging from his belt it’s not some citizen but the fire chief (or other company officer) going old school and taking over to show the firefighters how it’s done. The video is from New Kensington, Pennsylvania.
